The original application (03/00627/B) for a conservatory projecting 9m from the front was amended to 5.5m following officer discussions but refused on 5 December 2003 (confirmed on review 2 February 2004) as it would appear discordant and overly dominant, detracting from the dwelling's character. Appellants argued need for family living space, site constraints rejecting side extension, traditional glasshouse design, secluded private garden location, and enhancement by removing poor porch and uncharacteristic window. Council defended refusal citing dominance despite amendments and quoting prior appeal precedent on design standards. Inspector found the conservatory of acceptable design in its particular secluded context with site-specific benefits outweighing harm, distinguishing from the cited precedent, and recommended allowance subject to conditions on materials and time limit.
