Planning Statement Address: 2 Osborne Terrace, Douglas, Isle of Man 1.0 Proposal/Existing 1.1 Full planning approval is sought for the replacement of all existing windows and replacement dormer to the front elevation at 2 Osborne Terrace, Douglas. The residential property is a five storey terrace dwelling and located to the Western half of Osborne Terrace. 1.2 Full planning approval has already been granted for replacement timber windows to the front elevation and replacement uPVC windows to the rear elevation on application PA/18/01316/B This application also had a rear extension and general alterations. 1.3 The existing windows to the front elevation are sliding sash style barring the dormer window. They are timber to the ground and first floors. The second floor have been replaced in the past with Everest uPVC sliding sash units. 1.4 The front elevation dormer incorporates two pitched roofs with flat roof middle and two white uPVC side hung casement windows. 1.5 The existing windows to the front elevation barring the second floor are single glazed and going by the street scene and condition appear to be the original windows. Osborne Terrace is made up of 7 dwellings all of similar design but that have seen replacement windows and slight alterations undertaken over the years. 1.6 A large proportion of the windows throughout the property are in a very poor condition through rotting and general old state of the glazing. The sliding sash rope opening mechanisms are failing and would need a complete renovation. Due to the condition of the windows and single glazed nature, the house is very inefficient energy wise with a regular build up of condensation and mould growth making it unsafe for anyone in the household. 1.7 The front elevation comprises of 10 windows. These windows barring the two casement windows to the upper floor dormer and the uPVC sash windows to the second floor are all the same style and match in fenestration and material. 1.8 It is proposed that all the main windows are replaced including the second floor uPVC to match. 1.9 The dormer itself is proposed to be replaced with a new dormer of similar width and with a flat roof. The surrounding properties to Osborne Terrace all have flat roof dormers and as such the proposal would be far more in keeping with the surroundings and aesthetically pleasing. 1.10 The new dormer windows whilst not sliding sash will have glazing bars and fenestration to match the main windows and maximise views out to Douglas Bay. 2.0 The Application Site 2.1 The application site is a five storey terraced dwelling on Osborne Terrace, Douglas. The immediate neighbouring dwellings are of a similar style and would have been constructed at the same time.

2.2 The building is finished with a smooth painted render finish and dark slate roof. 3.0 Existing Windows • The existing windows have poor thermal/acoustic performance that is nowhere near modern standards. • Frequent condensation build up to all windows occurs which consequently creates mould growth internally. • The existing front elevation sash window glazing is fragile. 4.0 General Proposal and Research • The applicants have not gone into this lightly. They purchased the property as a house for life and are determined to achieve an aesthetically pleasing sympathetic but functional and durable solution. • The applicants have considered repair of the existing units and have been in discussions with window companies regarding this aspect. • Repair would be an expensive and uncertain process especially as panning permission is in place to partially re build the front elevation wall and as such the existing windows given their condition will not be able to be spared. • Thermal performance and condensation control would not be improved if the existing were kept somehow. • Frames would not be any more protected from further degradation if the existing were kept somehow. • Timber replacements have been considered but are aware that they would be relatively expensive and on top of that also require ongoing maintenance. 5.0 Proposed Windows 5.1 The proposed replacement windows are to replicate the existing windows like for like in aesthetics. The main features of the windows are as follows: • All sliding sash windows are to be manufactured by specialist sliding sash manufacturer. Samples can be supplied when manufacturer has been chosen. • All windows to be double glazed thermally A rated. • All windows to be white wood grained thermo plastic. • All glazing bars, pattern and frame sections are to be replicated. • All openers throughout to be replicated. • Windows where below 800mm in height from floor level are to be strengthened glazing installed for protection from falling and to meet Building Regulation requirements.

• The wood grained thermo plastic units would be of a very high quality and to the passing eye would easily be mistaken for full timber units. • Re manufacturing the existing units in both hardwood or softwood would not be cost effective. The softwood option would also have a limited lifespan and the hardwood option would require frequent maintenance to make sure an aesthetically pleasing finish remains. 6.0 Other applications to neighbouring properties 6.1 Replacement window applications or applications where replacement windows are part of the application, have been submitted and approved for the below properties on Osborne Terrace to date:
