Officer’s Report
THE SITE 1.1 The site relates to an existing two storey traditional Manx cottage situated in the heart of Laxey and on the northern side of Glen Road. The property has a typical three bay façade with a central front porch. On the left hand side of the porch when facing the property is an existing electricity box at ground floor level.

PROPOSED 2.1 Approval is sought for the positioning of a new electricity box to the right hand side of the front porch at ground floor level.
PLANNING HISTORY 3.1 There are no previous applications considered materially relevant to the assessment of the current proposal.
PLANNING POLICY 4.1 The application site is designated as residential on the Area Plan for the East and recognised as being at high risk of flood (tidal/river/surface water). The site is also within the Laxey Conservation Area. Given the nature of the current proposal regard shall be given to General Policy 2 and Environment Policy 35 as well as the general design principles for development set out in the Residential Design Guidance 2019.

5.1 Garff Commissioners had not commented on the application as of 28/04/2021.
5.2 Department of Infrastructure Highway Services - no interest (01/04/2021).
5.3 Department of Infrastructure Flood Risk Management - had not commented on the application as of 28/04/2021.
5.4 No comments received from neighbouring properties.
ASSESSMENT 6.1 The proposed works result in the re-positioning of an electricity box to the right hand side of the existing front porch. The level of development is not unreasonable and such fixings are often seen attached to many dwellings throughout the Island. The overall impact on the existing dwelling is likely to be negligible in terms of visual amenity, and there are no new flood risk issues expected beyond the situation of the existing dwelling to raise concern. It is unlikely that the streetscene will be negatively affected as a result of the proposal and the general character and appearance of the Conservation Area is likely to be preserved.
RECOMMENDATION 7.1 The proposed works are considered to have an acceptable impact both on the existing property and the wider Conservation Area and accord with the tests of General Policy 2 and Environment Policy 35 of the IOM Strategic Plan 2016.
INTERESTED PERSON STATUS 8.1 By virtue of the Town and Country Planning (Development Procedure) Order 2019, the following persons are automatically interested persons: (a) the applicant (including an agent acting on their behalf); (b) any Government Department that has made written representations that the Department considers material; (c) the Highways Division of the Department of Infrastructure; (d) Manx National Heritage where it has made written representations that the Department considers material; (e) Manx Utilities where it has made written representations that the Department considers material; (f) the local authority in whose district the land the subject of the application is situated; and (g) a local authority adjoining the authority referred to in paragraph (f) where that adjoining authority has made written representations that the Department considers material.
