This application has been recommended for approval for the following reason. The proposed development is considered to comply with the relevant policies of the IOM Strategic Plan 2016.

1.0 SITE 1.1 The application site is Mona House, 5 Market Place, Peel which is a three storey semi- detached property located on the western side of Market Place.
2.0 THE PROPOSAL

2.1 The application seeks approval for the installation of non-illuminated signage to front elevation. The sign would measure 600mm x 450mm and would be located to the side of the main entranceway to the property. Originally there was a sign in this location. The sign is more contemporary in design constructed mainly of glass. The sign advertises the accountancy firm "No. 1 Accounts Limited" which operates from the building.
3.0 PLANNING HISTORY 3.1 There are no previous planning applications which are materially relevant to this application.
4.0 PLANNING POLICY 4.1 The application site is located within an area designated as being "Mixed Use" by the Peel Local Plan. The site is also located with the Peel Conservation Area. Policy 9.16 which is set out within the Peel Written Statement 1989 (Planning Circular 6/89, is considered specifically material to the assessment of this planning application.
4.2 In terms of strategic plan policy, the Isle of Man Strategic Plan contains a number of policies that are considered specifically material to the assessment of this current planning application:
4.3 General Policy 6 states: "Within our towns and villages, the display of external advertisements will be permitted on the site or building to which they relate provided they:
(a) are of a high standard of design and materials and relate well to the building and site on which they are to be displayed; (b) are in keeping with and do not detract from the surrounding area; and (c) are located so as not to cause a highway safety hazard."
4.4 General Policy 7 states: "Within our towns and villages, the display of external advertisements on sites or buildings other than those to which they relate will not generally be permitted."
4.5 Environment Policy 35 states: "Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development."
4.6 Environment Policy 37 states: "As a general policy, advertisements within Conservation Areas will be permitted only if: i) the proposal preserves or enhances the Conservation Area; ii) the signage is in a style appropriate to the character of the area; iii) traditional materials and finishes are used and glossy and highly reflective materials are excluded from proposals; and iv) internally illuminated box fascia and projecting box signs are excluded from the proposals."
5.0 REPRESENTATIONS 5.1 Highway Services initially commented; 02.04.2021 - After reviewing this Application, Highway Services find it to have no significant negative impact upon highway safety, network efficiency and /or parking.
5.2 Flood Managment Division comemnt there is No Flood Risk Management interest (15.04.2021).
6.0 ASSESSMENT 6.1 The main issue to be considered in the assessment of this application is the impact of the proposed development upon the character and appearance of the individual property and street scene and Conservation Area.

6.2 It is considered that the proposed signage would not result in a harmful impact on the existing building, when considered in its context. The proposed signage in terms of finish is more contemporary, albeit a modern interpretation of the original sign that was likely in place (brass plaque) at this site and/or traditional office buildings. The size/scale and position are also acceptable. The descriptions and design of the signage would relate well to the buildings use as a accountants firm.
6.3 The installation of the proposed signage is judged to be in keeping with the surrounding area and would therefore not result in a harmful impact on the character of Market Place or upon the Conservation Area, where it is considered to preserve the character and appearance of the area, but also its design, finish, construction being appropriate. The siting of the proposed signage is not deemed to cause a highway safety hazard.
6.4 Overall, it is concluded that the planning application is in accordance with General Policy 6 & 7 and Environment Policy 35 & 37 of the Isle of Man Strategic Plan 2016.
7.0 CONCLUSION 7.1 On the basis that the proposed development is considered to comply with the relevant policies of the Strategic Plan, a recommendation of approval is made.
8.0 PARTY STATUS 8.1 By virtue of the Town and Country Planning (Control of Advertisements) Regulations 2013, the following persons are automatically interested persons: (a) The applicant, or if there is one, the applicant's agent; (b) The owner and the occupier of any land that is the subject of the application or any other person in whose interest the land becomes vested; (c) Persons to whom notice has been given under regulation 10(3)(a)(i) (d) Any Government Department that has made written submissions relating to planning considerations with respect to the application that the Department considers material; (e) The Highways Division of the Department; (f) The Ports Division of the Department; (g) The operator of the railway or tramway; and (h) The local authority in whose district the land the subject of the application is situated.
8.2 In addition to those above, the Regulation 11(3) requires the Department to decide which persons (if any) who have made representations with respect to the application, should be treated as having sufficient interest in the subject matter of the application to take part in any subsequent proceedings relating to the application. __
I can confirm that this decision has been made by the Head of Development Management in accordance with the authority afforded to that Officer by the appropriate DEFA Delegation and that in making this decision the Officer has agreed the recommendation in relation to who should be afforded Interested Person Status
