General Policy 2
GP2 provides guidance for development in accordance with land use zoning, but criteria were applied here despite the zoning mismatch due to existing residential use. The officer tested aspects (b) respects site and surroundings in siting, layout, scale, form, design, landscaping; (c) no adverse effect on landscape/townscape character; (g) no adverse amenity impacts. The small-scale features were found compatible and not publicly visible.

GP3 presumes against development on land not allocated for that purpose, with no exceptions applying. However, the proposal was approved by weighing the existing residential use and GP2 compliance over strict zoning adherence.
