Time limit
The development hereby permitted shall be commenced before the expiration of 2 years from the date of this notice.

The application site hereby approved relates to Drawing Number A – Planning Application Boundary – submitted on 24th December 2002.
Approved drawings/documents
Subject to the conditions contained within this decision notice, this permission relates only to the drawings and supporting information submitted as part of this application.
Waste Management Licence
No deposit of waste shall be commenced until a Waste Management Licence has been granted under the Public Health Act 1990.
Waste types
Subject to 6 below, only construction and demolition waste, bottom ash and other non-incinerable, non-putrescible waste shall be deposited on the site.
Temporary putrescible storage
In the event of the Energy-from-Waste Plant being inoperative for a period of two weeks or more, baled putrescible waste may be temporarily stored on the site in accordance with an agreed scheme of works to be submitted to and approved in writing by the Planning Committee prior to any such wastes being brought to the site.
Landscaping scheme
Prior to the commencement of works, a full landscaping scheme must be submitted to and approved by the Planning Committee, based on the principles set out on Figure 6/1 to indicate how the site is to be restored. This scheme must include a detailed specification of planting and heathland establishment and illustrated details of the phasing of the restoration operations.
Planting maintenance
All planting, seeding or turfing comprised in the approved details of landscaping must be carried out in the first planting and seeding seasons following the completion of the capping of each Phase. Any trees or plants which within a period of five years from the completion of each Phase die, are removed, or become seriously damaged or diseased must be replaced in the next planting season with the same species.
Highway works
Detailed large scale drawings of the highway alterations to be carried out on the D44 Rocky Road, C33 Archallagan Road and the A24 must be submitted to and approved by the Planning Committee after consultation with the Highway Authority and the improvement works completed prior to the commencement of any disposal of waste on the site.
Waste delivery hours
Vehicles bringing material to the site for purposes of infilling shall be permitted to do so only between the hours of 10.00 a.m. and 4.30 p.m. on weekdays. No waste is to be brought to the site on Saturdays, Sundays or Public Holidays.
Site operation hours
The facility may be operated only between 8.00 a.m. and 5.00 p.m. on weekdays (excluding Saturdays and Bank Holidays), except in case of emergency or exceptional operational necessity.
No burning
There must be no burning of material on the site at any time.
Noise limits
The level of freefield noise emitted from the site shall not exceed 55 dBA LAeq 1 hr for normal operations and 70dBA LAeq 1 hr for temporary operations as measured on the landfill site boundary.
Liaison Committee
A Liaison Committee shall be established with the object of providing a channel of communication between local residents and their elected representatives and the management of the site.
Archaeology
The developer shall afford access at all reasonable times to any archaeologist nominated by the Planning Committee in consultation with Manx National Heritage and shall allow the observation of excavations and facilitate the recording of items of interest and finds.
