Requires development to accord with land-use zoning in Area Plans and meet criteria on siting, visual/character impact, amenity, highways, safety etc. Officer found non-accordance with Secondary School zoning due to non-school Bus Vannin use but all other criteria (b, c, g, h, i, m) satisfied with no unacceptable impacts, justifying approval.
