Time limit for reserved matters
The development hereby approved shall be begun either before the expiration of four years from the date of this approval or before the expiration of two years from the date of approval of the last of the reserved matters.
Reserved matters approval required
Approval of the details of siting, design, external appearance of the building[s], internal layout, means of access, landscaping of the site (hereinafter called "the reserved matters") shall be obtained from the Department in writing before any development is commenced.
Reserved matters details including single storey
Plans and particulars of the reserved matters referred to in condition 2 shall include details of; (a) dwelling limited to single storey below their eaves level; (b) the surface treatment of any roadways and other parts of the site which will not be covered by buildings; (c) all external materials to be used in the development; (d) existing and proposed ground and floor levels; (e) foul and surface water drainage. Street and plot layout, including turning points iv. Car parking provision in accordance with adopted standards v. Bicycle parking in accordance with criteria within Manual for Manx Roads vi. A swept path analysis of the proposed access junction using a large waste collection vehicle to demonstrate suitability of the corner radii, internal layout, including any turning point vii. Stage 1/2 Road Safety Audit viii. Off-site works to the adjoining footway, layby, and any works necessary to the carriageway markings on Main Road, Santon.

Original application 20/01507/A for approval in principle for four detached dwellings and access was permitted by Planning Committee on 15-12-2021 despite objections, with conditions including single storey limit below eaves (condition 3a). Appeal A by Mr Warrender (Inglemere) challenged entire approval on highway safety, parking, drainage, and water supply grounds. Appeal B by applicant Mr Nyawai challenged condition 3a as premature and unnecessary. Inspector's analysis found principle acceptable per zoning, highway access safe per DOI with no objections, visual impact mitigated by screening/topography, no amenity harm, and condition 3a unwarranted at AIP stage. Recommended dismissing Appeal A (uphold approval) and allowing Appeal B (delete 3a), with revised conditions.
