Vehicle Access And Separation With Harbour Operations
Following consultations with the Department of Transport, provision has been made for an anti-clockwise circulation system of vehicle movement. By way of the proposal indicated on drawing 0173/PL/1000 a substantial area of land is offered to the Department of Transport which will result in a new round about at Peveril Square and a significantly improved entrance and exit from the harbour. This proposal will result in the enlargement of this harbour access / egress point from the existing single lane exit and entrance to a two lane exit and two lane entrance.
A two way traffic system is indicated along the southern boundary of the Steam Packet site. The resulting junction layout provides satisfactory entry and exit to the Steam Packet site and additionally provides for a future entry to Red Quay via an independent access if required by the Department. Extensive consultations have taken place with the Department of Transport regarding proposals and a new offer from the Steam Packet Company for a land exchange. The land exchange offer is described in drawing 0173/PL/1000 Vehicle/Pedestrian Access/Egress and Land Exchange. We believe the offer would result in mutual benefit for both the Steam Packet Company and the Department of Transport. The Steam Packet Company would benefit from vehicle access/ exit routes to the south and east of the site. These would additionally provide a buffer from the busy activities of the harbour. The Department of Transport would in turn gain additional land and be provided with a significantly wider entrance / exit (increase from two lanes to four lanes) and improved circulation at the junction between Bath Place and Peveril Square and from Red Quay to Parade Street.
The Department of Transport have requested the provision of an appropriate Health and Safety separation between the Steam Packet site and marshalling area. A Health and Safety barrier proposal is shown on drawing 0173/PL/1000.
Consultations with the Chief Executive and Officers of the Department of Transport are afoot but have not been concluded. The consultations will continue parallel to the submission for full detailed approval leading towards an anticipated mutually acceptable terms of an agreement.
