Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.

Officer’s Report
THE SITE 1.1 The application site comprises the extents of Jacksons, a vehicle dealership approved under PA 15/01186/B and most recently under PA 17/00230/B, and which forms part of a much wider area known as Eden Park. The existing main showroom building forming the key site of this application runs parallel to Cooil Road, it is a modern building comprising significant glazing and a mix of stone cladding and white painted render.

THE PROPOSAL 2.1 Approval is sought for the removal of part of the existing stone cladding from the rear elevations and the rendering over.
PLANNING HISTORY 3.1 There are two application considered materially relevant in the assessment of the current application; PA 17/00230/B and PA 15/01186/B both approved for the development of the site as a vehicle dealership. The most recent application for the site was approved under PA 17/00230/B for the development of a multi franchise car dealership consisting of two showrooms, after sales building incorporating a valeting suite with associated roads, drainage and landscaping and alterations to highway including the creation of the roundabout. There were no conditions controlling external finishes to the building.
PLANNING POLICY 4.1 Since the applications submission the Area Plan for the East has been adopted and which designates the site as 'Industrial'. Given the land use designation and the nature of the current proposal it is most relevant to consider General Policy 2 from the IOM Strategic Plan in the assessment:
4.2 General Policy 2 states: "Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:
b) respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the spaces around them; c) does not affect adversely the character of the surrounding landscape or townscape; f) incorporates where possible existing topography and landscape features, particularly trees and sod banks; g) does not affect adversely the amenity of local residents or the character of the locality..."

5.2 Department of Infrastructure Highway Services - No highways interest (08/01/2021)
ASSESSMENT 6.1 Unlike those elevations facing directly towards the main road, these elevations are at the rear of the building where views are limited to those visiting the site only. The existing stone helps to provide a natural break in the mass of the overall building and ties it with those traditional materials often found across the island, but given the position of these walls being at the rear and not prominent from public view it is felt that the removal of the stone and rendering over would likely have an overall acceptable visual impact on the building and likely a negligible impact on the building as viewed within the streetscene.
CONCLUSION 7.1 The proposed works are considered to be acceptable and in accordance with General Policy 2 of the IOM Strategic Plan 2016.
INTERESTED PERSON STATUS 8.1 By virtue of the Town and Country Planning (Development Procedure) Order 2019, the following persons are automatically interested persons: (a) the applicant (including an agent acting on their behalf);

(b) any Government Department that has made written representations that the Department considers material; (c) the Highways Division of the Department of Infrastructure; (d) Manx National Heritage where it has made written representations that the Department considers material; (e) Manx Utilities where it has made written representations that the Department considers material; (f) the local authority in whose district the land the subject of the application is situated; and (g) a local authority adjoining the authority referred to in paragraph (f) where that adjoining authority has made written representations that the Department considers material.
8.2 The decision maker must determine: o whether any other comments from Government Departments (other than the Department of Infrastructure Highway Services Division) are material; and o whether there are other persons to those listed above who should be given Interested Person Status __
