General Policy 2
GP2 permits development in accordance with land-use zoning if it respects the site and surroundings in terms of siting, layout, scale, form, design; does not adversely affect the character of the townscape; and does not adversely affect the amenity of local residents. The officer assessed the chimney removal against criteria b, c, and g, finding the minimal visual change due to size, rear location, and cul-de-sac setting compliant, with no adverse impacts.
Policy O/RES/P/21 of the Onchan Local Plan (Planning Circular 1/2000)
This Onchan Local Plan policy states that extensions and alterations to existing residential property will generally not be opposed where appropriate in terms of scale, massing, design, appearance and impact on adjacent property. The officer noted the site's location in a Predominantly Residential zone and considered the alteration appropriate given the chimney's lack of contribution to appearance and minimal streetscene impact.
