Date of Response: 25th November 2020 Date of Application: 4th November 2020 Application Reference: 20/01301/C Location / Address: Unit 1 Old Gas Works Mill Road Peel Isle Of Man Description: Change of use from light industrial to an art/pottery studio Highways Comments: The change of use from light industrial to a recreation and leisure facility means a change of Strategic Plan parking standards for the warehouse; from one space per 30sqm net floor space to one space per 15sqm gross floor space. This results in an increase in the parking demand required, amounting to 16 spaces from the existing of 5-7 unreserved spaces. This parking demand could be reduced when taking into account the amount of actual usable floor space, given the amount of space provided to amenities and facilities. Additionally, the amount of required parking can be relaxed due to its sustainable travel location. The area of hardstanding in front of the warehouses provides a combination of customer parking and private reserved parking. It cannot accommodate the parking requirement with a shortfall of around 9 spaces (before revisions). This could cause overspill onto the adjoining road or neighbourhood plots. Yet, directly opposite Mill Road is a public car park with no restrictions and this can be used to support the parking demand during busier events and at other times to accommodate the actual shortfall. An electric vehicle charging point is situated to the northern end of the site. However, due to increase and type of use, consideration should be given to installing a second vehicle charging point. Whilst the supporting public car park has provision of disabled spaces, additional consideration should be given to the provision of at least one space for disabled use at 8% of the allocation. With the availability of nearby off-street car parking space and the considerations for a reduced number of spaces needed, the proposal would not raise significant highway safety or network efficiency issues for Highway Services to raise opposition.
