General Policy 2
Requires development to respect site surroundings, avoid adverse amenity impacts, provide safe access/parking, and not harm road safety. Officer assessed that takeaway addition, without flues and within controlled hours, would not adversely affect neighbouring amenity or traffic, given prior approval and shared parking.
Community Policy 4 of Isle of Man Strategic Plan 2007
Protects loss of local shops unless unviable; here applied in reverse to support change to complementary food uses in residential area.
Business Policy 1
Supports business uses; officer noted location appropriate for retail mix.
Business Policy 10
Permits neighbourhood shops up to 100sqm in residential areas; 92sqm unit fits, adding variety including takeaway enhances village centre vitality.
Transport Policy 7

Environmental Policy 22
Prohibits unacceptable odour/noise/light pollution; no flues mean no additional smell/noise impacts.
