The officer assessed the proposal against conservation policies, noting demolition in a conservation area is generally discouraged unless justified by building condition, repair costs, retention effor…
General Policy 2
Requires development to respect site/surroundings in siting, scale, design; not adversely affect townscape character, residential amenity, road safety, or security. Officer found proposal complies as amended infilling preserves conservation character and has no highway impact.
Environment Policy 35
Permits only development preserving/enhancing conservation area character. Partial demolition justified by poor condition; infilling required by conditions to mitigate gap and protect special features.
Environmental Policy 39
Presumption to retain positive contributors to conservation areas. Buildings lack historical value, are unsafe/beyond repair; partial retention and infilling ensures no unacceptable harm to surroundings.

do not oppose; no significant negative impact on highway safety, network efficiency or parking
no flood risk management interest
no objection to the revised plan
Principal Registered Buildings Officer objects to the demolition due to negative impact on the Selborne Drive Conservation Area character without replacement development or supporting information; all other consultees (Douglas Borough Council, Highways, Flood Risk Management) have no objections.
Key concern: demolition will fail to preserve or enhance the character or appearance of the Selborne Drive Conservation Area
Principal Registered Buildings Officer
ObjectionI consider the demolition of the building and installation of a metal fence will fail to preserve or enhance the character or appearance of the conservation area and without further supporting information or proposed new development I cannot support the proposals.; the general presumption will be in favour of retaining buildings which make a positive contribution to the character or appearance of the Conservation Area.
