The Inspector agreed with the Planning Directorate that the main issues were the principle of development, visual amenity, and highway safety.
General Policy 3
GP3 resists development in plantation areas except for location-dependent services or engineering operations essential for forestry or countryside interpretation. The car park was accepted as facilitating public enjoyment of recreational facilities in the popular plantation, supporting tourism and Government health objectives.
Environment Policy 1
EP1 protects the countryside from adverse visual impacts. The development complies as the site is screened by trees/shrubbery even post-felling, gravel surface fits rural setting, and it reduces verge parking.
Environment Policy 4
EP4 protects ecology and important species/habitats alongside EP1. No significant biodiversity detriment found, as car park takes only 7% of clear-felled area to be replanted with natives.
Transport Policy 7
TP7 requires parking to adopted standards for highway safety. The enlarged informal car park with passing bay avoids overspill on narrow roads, supported by Highways' no objection.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
No surface water discharge
There must be no discharge of surface water to the watercourses on the site during the construction period. Reason: To ensure that the water course is not adversely affected by the discharge of harmful materials to the waterway.
