Thank you for your letter received by this office on 16 March 2001, and which contained your views regarding the above Planning Application.
Unfortunately your letter was received after the date specified in the Public Notice which appeared in the local press advertising this planning application. This notice was published in accordance with Schedule 1, paragraph 4 of the Isle of Man Planning Scheme (Development Plan) Order 1982. This notice first appeared on 15 February 2001, and stated that any views in relation to the planning applications shown in that notice were to be received in this office within a fourteen day period.
Due to the late submission of your views, it will not be possible, should the planning application be the subject of subsequent review or appeal proceedings, for you to be made a Party to those proceedings.

Grade and overlooking The Parade. It is proposed in the application that top-lung casements should be filled because this type was already present. These casements windows would have been installed c. 1970 or later when there was little or no central and copy replacement windows, sympathetic to the building and its location, were not yet a matter for concern. It is a mistake to fit more of this (casement) type. When that, they are two-dimensional; when open, they create reflections never produced by traditional such window panes, and in profile the protruding flaps ruin the attempt to mimic the routes so carefully preserved on other buildings on The Parade and Market Square.
Now is the time to restore historically correct such windows.
Present on a photograph of this guide and c. 1989, when a lower window is open covering the type clearly. For convenience I have assembled the reproduction in Storlam and Housett, the No. 1, item 1A present this, No. 1B, The Grade, Seaside Pharmacy, 1M9, p. 11 (1989m).
In the same way, in the case of the Red House, No. 1 The Parade (an adjoining building), I hope that eventually it may be possible to have windows fitted of a consistent and accurate (also 18th century) such type and even restore the fine limelight, commonly removed but surely recorded on photographs.

ADDENDING - 'Hawtland', No. 2 Castle Street Now the ways are all the people in a disappointing to see the effect. It would be expensive project has been applied by insufficient care over windows - the part which is most visible. Closing here generally are therapy and there are the windows in the upper siding have the wrong number of doors as well, resulting in panes of ugly proportions. Fine care photographs exist of the 18th and 1st centuries, which this is critically based and could have occurred a good, accurate restoration. - As soon as, p. 12 (1989m).

I know this letter will arrive 120 late for the Committee to consider. I am very sorry. Unfortunately, I made a mistake above the closing date, being caught up in submitting comments on the Coalition's plans by 4.9.01. I will, as I didn't quite arrive there on time, and was hurrying to check plans and references - all to no avail so I didn't check the date.
