Strategic Policy 2 - Priority for new development to identified towns and villages
Requires new development primarily within existing towns and villages, with countryside development only in exceptional circumstances. The site is within Bride village, so the principle of residential development is supported as it utilises an existing plot in a recognised settlement.
Spatial Policy 5
Requires new development to make a positive environmental contribution, potentially supported by Design Statement. The traditional Manx cottage design was assessed as complementing the rural village character and street scene, in line with Planning Circular 3/91.
Strategic Policy 10
Requires development to promote integrated transport, minimising car journeys, ensuring highway safety and pedestrian movement. Amended plans provided adequate parking, turning, visibility splays and access, satisfying DOI Highways.
Spatial Policy 4
For small villages like Bride, development should maintain settlement character and be of appropriate scale for local housing needs. The proposal on a former dwelling site within the village maintains character and meets local needs.
General Policy 2
Permits development in accordance with zoning and plans if it respects site/surroundings in siting, scale, design; protects amenity, highway safety, etc. Assessed compliant in visual impact, neighbouring amenity (19m separation), highway safety (conditions), and village location.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Access, parking and driveway provision
The development hereby approved shall not be occupied or operated until the vehicle and pedestrian accesses, parking and turning areas and driveway surface finish have been provided in full accordance with the approved plan drawing no. 010. Such areas shall not be used for any purpose other than for access, parking and turning of vehicles associated with the development and shall remain free of obstruction for such use at all times. Reason: To ensure that sufficient provision is made for off-street parking and turning of vehicles in the interests of highway safety.
