The principle of agricultural need for the buildings was already established and approved under PA 14/01273/B in December 2014 for housing cattle in winter, so it did not need revisiting.
General Policy 3
General Policy 3 provides an exception for agricultural development in the countryside. The officer assessed the proposal as falling within this exception due to the justified agricultural need and lack of unacceptable landscape impact from the amended orientation.
Environment Policy 15
Environment Policy 15 sets parameters for new agricultural buildings including need, location, and design. The officer found the proposal accords as it is sited as close as practically possible to existing building groups, with appropriate scale, materials, colour, siting, and form sympathetic to the landscape, despite proximity to the road.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.

The buildings must be used only for agricultural purposes. Reason: The countryside is protected from development and an exception is being made on the basis of agricultural need. As such the building must be used for the purposes for which it is approved.
