The site is within the Woodbourne Road Conservation Area where the appraisal notes replacement of timber sash windows with uPVC casements as a negative but reversible factor.
Environment Policy 35
Requires development to preserve or enhance Conservation Areas. Officer assessed that despite some negative precedent of uPVC replacements, the proposal's neutral impact preserves character by matching aperture shapes in a street already proliferated with casements.
Planning Policy Statement 1/01 - Conservation of the Historic Environment of the Isle of Man
Requires preservation or enhancement of Conservation Areas. Combined with ENV35, applied alongside Circular 1/98 guidance on window replacements matching original opening methods, but contextually outweighed by streetscene realities.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Window frame shape matching
The proposed windows must have the same shaped frame as the aperture in which they are to be installed: ie if the current window has a curved or flat head then its replacement must match that. Reason: in the interests of the character of the property and the Conservation Area in which the property is situated.
