The original application for a temporary construction compound on agricultural land adjacent to a proposed residential site was refused by the Planning Committee as premature pending determination of the linked residential application PA 10/00544/B. The appellant argued the site was allocated for residential use, a compound was necessary for efficient construction, and approval could be conditioned to prevent implementation until the residential scheme was approved, noting the Council of Ministers was minded to approve PA 10/00544/B. The Planning Authority withdrew opposition at inquiry due to the 'minded to approve' status. Third party Mr Cowin objected on prematurity, past non-compliance with conditions, and need for a detailed CMS with public consultation. The inspector concluded the sole main issue was prematurity, found no other substantial objections valid, and recommended allowing the appeal subject to conditions tying it to PA 10/00544/B including a linked CMS; the Minister accepted this and approved on 9 December 2011.
