Officer's Report
The Site
The application site relates to Ash Lodge, Patrick Road, Patrick, a large detached dwelling situated on the southern side of the road.
The Proposal
This application seeks approval for the replacement of some of the existing windows and doors of the property. The replacement doors and windows would be timber and would be predominantly to the rear and side elevations replacing modern style windows which the applicant states are from the 1970's and have failed. The existing windows to be replaced are not in-keeping with the age and style of the property and the proposed replacements would re-introduce the traditional method of opening, construction material and form of the original windows.
Planning Status
The application site is located within an area identified as being of High Landscape Value and Scenic Significance by the 1982 Development Order. Environmental Policy 34 of the Isle of Man Strategic Plan states that: "In the maintenance, alteration or extension of pre-1920 buildings, the use of traditional materials will be preferred."
There have been no previous planning applications relating to this property. REPRESENTATIONS Patrick Parish Commissioners have not commented on this application. The Department of Transport Highways Division has not commended on this application.
ASSESSMENT
The windows and doors to be replaced are not attractive and do not contribute to the character or quality of the dwelling or the surrounding area. The existing timber windows are judged to be features which enhance the surrounding area and the installation of windows to match these is considered to be a positive development.
It is concluded that the proposed development would represent an enhancement to the building which would have a positive impact upon the surrounding area.
RECOMMENDATION
Permit.
