The application site represents field's 311902 and 315146, which are existing agricultural fields situated to the north west and south east, respectively of St. German's Cathedral in Peel.
The proposed planning application is seeking approval for the change of use of the land to extend the existing cemetery into field's 311902 and 315146. The fields adjoin the site to the north west and south east.
The application site is within an area designated as a "Cemetery" under the Isle of Man Development Plan, which was adopted by Tynwald in 1982. The Isle of Man Strategic Plan 2007 does not contain any policies which are considered specifically material to the assessment of this current planning application.

There are no previous planning applications to be considered in the assessment and determination of this application.
The Department of Transport Highways Division do not oppose, it has no traffic management, parking or road safety implications.
Peel Town Commissioners have not commented on the proposed change of use. Neil Richmond (Secretary / Manager) Peel Golf Club has expressed an interest in the proposed change of use. He has expressed concern regarding the danger of errant golf shots that land in the cemetery (comments dated 13th January, 2010). Mr Richmond spoke to the Curate of the Cemetery (Mrs Burrow) which she advised him take at this stage the application is only for a change of use of the land and they have agreed to consult with each other when more detailed plans are formed.
With the access, road / footpath layout and tree planting to following this application, the proposed change of use of the land, from agriculture to an extension of the existing cemetery into field's 311902 and 315146 is considered acceptable in this instance.
It is judged that the proposal would not have a detrimental impact on the character of the surrounding landscape as it would appear to be a natural expansion of the existing cemetery. Both fields (to the north west and south east of the cemetery) are relatively well screened from the A1 which borders to the north east and the Peel Golf Course the south west and with additional planting proposed, this should further protect the visual amenities of the locality.
For these reasons the proposal is considered acceptable and it is recommended that the planning application be permitted.
It is considered that the following parties, accord with the requirements of Planning Circular 1/06 and are therefore, afforded Interested Party Status:
