The site represents the curtilage of the chemist's shop on the corner of Malew and Arbory Streets in the heart of Castletown. The shop has a curved frontage around the corner with a short section of elevation to Malew and Arbory Streets but with the main entrance from the corner facing onto The Parade. There is presently a fascia sign announcing the name of the pharmacy on the Malew Street and central elevations.
The site lies within an area designated as Mixed Use on both the Castletown Local Plan of 1991, the draft Castletown Area Plan of 2001 and the draft Southern Area Plan published on 23rd October, 2009.
Various applications have been submitted in respect of this site including PA 95/1330 and 04/2016 for signage.
Proposed is the change of the existing fascia signs to individual letters announcing the name of the pharmacy with their logo and in one arch headed window a vinyl sign in the custom turquoise with the services provided by the pharmacy. No illumination is proposed.
Department of Transport Highways and Traffic Division indicate that they do not object to the application.
Environment Policy 37 states: As a general policy, advertisements within Conservation Areas will be permitted only if: i) the proposal preserves or enhances the Conservation Area ii) the signage is in a style appropriate to the character of the area; iii) traditional materials and finishes are used and glossy and highly reflective materials are excluded from proposals and; iv) internally illuminated box fascia and projecting box signs are excluded from the proposals. In this case there is already signage, compared with which the fascia signage is less intrusive and more sympathetic to the appearance of the building. The vinyl sign on the window is less sympathetic but at present the windows are not used for display and as such, the covering of the glass internally with vinyl, which is not permanent, is considered acceptable.
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the installation of signage as shown and described in the drawings received on 5th October, 2009.
