After undertaking a visit to the site and after discussions with the Conservation Officer (Mr S Moore), it was agreed that to introduce an uPVC door to the front elevation of the property would be unacceptable and inappropriate in this instance. The current street scene has character but the development fails to neither preserve nor enhance this character as the design and use of the material of the door does not make a positive contribution to the conservation area, which is the requirement set out under the adopted Isle of Man Strategic Plan, 2007, Environment Policy 35 (Development within Conservation Areas).
The unsympathetic use of uPVC does not have the same degree of texture and warmth as wood which has resulted in the proposal failing to respect the architectural characteristics and detailing of the original building, which appears incongruous and harmful to the character and appearance of both the building and the Windsor Road Conservation Area.
With the appearance of many buildings strongly influenced by the detailing of their windows and doors, it is imperative that the Planning Authority tries to preserve areas such as this, and with this assessment it is considered that this is being achieved.
