Forest Homes Developments Limited Cliff Lodge, Switzerland Road, Douglas Construction method statement \& revision to parking layout A requirement of planning approval 09/01324/B (clause 3) is the preparation and approval of a construction method statement for the approved development. Clause 5 of the approval requires a revised parking layout to be submitted and approved prior to any development on site.
Clause 3 specified 8 requirements for the method statement which form the basis of this document. Clause 5 is considered at the end of this document and is addressed in the revised drawings that accompany this method statement.
i. The parking of vehicles of site operatives \& visitors
The development site is accessed via The Queen's Promenade in Douglas, and is adjacent to the right of The Edelweiss Hotel. The site has a side lane which is suitable for the positioning of plant/skips/vehicles etc. and for turning.
As on street parking is available on the road it is anticipated that operative and visitor vehicles will be able to park on the parking side of Switzerland Terrace (opposite the existing buildings on the road). Additionally as demolition and site clearance progresses parking space will become available directly inside the curtilage of the removed buildings.
Switzerland Terrace is in effect a cul-de-sac although at the top of the road there is generous space for vehicles to turn which can be utilised when material deliveries are made to site and when waste is being collected and removed. Delivery vehicles can turn at the top of the road and make their material drops by the side lane of the site
Although the road experiences little traffic and no through fare traffic a banksman will be used during deliveries in order to manage any potential traffic coming into and out of Switzerland Terrace and to escort large plant back onto the promenade once deliveries and collections have been made.
Demolition is anticipated to be done manually, as such large plant such as cranes are not expected to be positioned on or adjacent to site. Diggers will be used during the oversite preparation and will be stored within the curtilage of the site, which will be secured by hear fencing.
Once the existing building has been demolished a site perimeter will be established using heras fencing which will be locked out of work hours and when the site is unattended. Per ii) where appropriate, plant and materials will be left inside this perimeter.
When it is not suitable to leave such items on site due to security, logistical, health \& safety or any other reasons the items can be removed form site and brought to the company warehouse for storage. The company operates a just in time materials policy which should assist in keeping the volumes of materials on site to a minimum.
During the demolition phase of works a scaffold will be erected around the perimeter of the building which will be netted to reduce the risk of dust and debris escaping the site. Heras fencing will be

During the build phase the same method will be employed. The fencing will be signed with the appropriate construction site and demolition Health \& Safety notices in order to protect members of the public and visitors to the site.
A temporary water supply to site will be located in the side lane to the building which will provide a suitable area for the washing of plant wheels when required. vi. Measures to control the emission of dust and dirt during construction
As stated above netting will be used around scaffolding and also around fencing to help reduce the escape of dust from the site.
Techniques such as water cutting will also be employed in order to reduce the output of dust and to protect the wellbeing of site operatives.
When skip chutes are used skips will be covered with a heavy duty sheeting to minimise the escape of dust. vii. A scheme for recycling/disposing of waste resulting from demolition \& construction works
Site investigations have shown there are no internal materials that are capable of being recycled from the demolition of the building.
Where it is possible and safe to do so, timber or stone removed during demolition will be sorted into separate piles and recycled by the sub contracted waste disposal provider. The same applies to any suitable roof coverings.
A number of methods have been investigated in order to devise a suitable cliff stabilisation scheme for this development.
Whilst wire netting with anchoring had been considered, it has been decided at an integral solution is the most cost efficient and beneficial approach to stabilising the cliff.
The existing plans have been adapted to use the new rear elevation of the proposed dwellings (numbers $1 \& 3$ ) for cliff stabilisation. This will be achieved by the segmental layering of floors into the existing cliff face as the building rises.
To enable this solution 3 pillars will be installed into the base of the site adjacent to the cliff face. It is anticipated that once the first pillars are in a cavity wall will be built to first floor height to act as a safety barrier to operatives against falling cliff materials during the subsequent demolition of the building. As such it is anticipated that commencement of the development will occur on the preparation of foundations for the pillars and prior to the demolition of the existing buildings.

As the new dwellings are being erected each rear elevation wall will help protect the new dwelling and site operatives from falling debris during works.
On completion the 4 stories plus the roof will see the cliff stabilised to a height of c. 10 m
Amended parking layout with bicycle storage Clause 5 of the planning approval required an amended car parking layout that included a bicycle storage area. The opportunity to make these adjustments was taken during the redesign of the building as required by clause 3.
The revised layout has increase the size of each garage to incorporate sufficient parking space for both a vehicle and bicycles for each dwelling.
