The site relates to the curtilage of a substantial house Ballarioghyn Mansion which stands in its own grounds which stretch from the rear of the Santon Motel alongside the A5 Castletown Road to the steam railway line to the south and the B26 Ballavale Road is to the east. On site there is the main dwelling and a large equestrian building to the rear.
The site lies within an area designated on the Isle of Man Planning Scheme (Development Plan) Order 1982 as an Area of High Landscape or Coastal Value and Scenic Significance.
The dwelling was permitted under the provisions of PA 87/4782. Since then, a lake has been created within the grounds (PA 94/1246), two satellite dishes were permitted ( 96 / 1211 ), a conservatory and extensions were refused (PA 96/1238), landscaping works were approved (PA 96/1860), the conversion of a garage to a games room was permitted (PA 00/1941), a stable block was permitted on review (PA 00/2117), infilling was permitted (PA 01/0608), alterations to the stables were permitted (PA 01/1879), an administration wing added (PA 01/2500), creation of first floor balcony (PA 02/0439), amendments to stables to create indoor riding area approved (PA 03/1569), permission granted retrospectively for three field shelters (PA 04/0539), permission refused on appeal
for the retention of an access track to the riding arena (PA 04/2458) and permission was granted for extensions to outbuildings to create a swimming pool with associated facilities (07/1525).
This application seeks approval for the erection of a stone portico and a first floor balcony including the creation of an access from first floor level to the balcony. The works would be limited to the central projecting gable on the front elevation of the property.
REPRESENTATIONS
The Department of Transport Highways Division does not oppose this application. Santon Parish Commissioners do not object to this application.
ASSESSMENT
The property is already a substantial dwelling and the proposed alterations would not add to the massing of the building, essentially comprising remodelling of the central gable on the front elevation and providing a porch with balcony above.
It is judged that the proposal is in-keeping with the design of the existing dwelling and given the distance of the property from surrounding dwellings, it is judged that no loss of amenity would result from the development proposed.
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
