Officer’s Report
THE SITE 1.1 The site is the residential curtilage of an existing dwelling, 17, Kissack Road which lies on the south east of the public highway. The dwelling is a single storey property which has a tiled roof and split slate finish on some of the external walling. The property has accommodation in the roofspace served by two gable windows (one in each side) and an attached flat roofed garage. The dwelling is architecturally of its time and sits in a streetscene of similar properties.
THE PROPOSAL 2.1 Proposed is the infilling of the porch and the addition of a pitched roofed element on the front facade and the addition of a rooflight in the front pitch (1140 by 1178mm). The porch will project 750mm from the front of the building and will incorporate the split slate finish found elsewhere on the building.
PLANNING POLICY AND STATUS 3.1 The site lies within an area designated on the Area Plan for the South adopted in 2013 as Residential. As such the appropriate policy to apply to this development is General Policy 2 as follows:
"Development which is in accordance with the land use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:
b) respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the space around them; c) does not affect adversely the character of the surrounding landscape or townscape; g) does not affect adversely the amenity of local residents or the character of the locality."
PLANNING HISTORY 4.1 Planning approval was granted for alterations to the property under PAs 05/01637/B and 10/0552/B. The latter application proposed the porch as is now proposed except that it had no split stone, and alterations to the gable end windows are no longer proposed. Where a glass block wall was previously approved in the side elevation this is now to be a rendered wall.

REPRESENTATIONS 5.1 Department of Infrastructure Highway Services indicate that they do not oppose the application (18.08.15).
ASSESSMENT 6.1 The proposal is only slightly different to what already has approval and in that respect is considered acceptable. It will arguably have less impact than the approved scheme as it omits a large glazed area and reduces the amount of render on the front porch. The application is recommended for approval.
PARTY STATUS 7.1 By virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013, the following persons are automatically interested persons: (a) The applicant, or if there is one, the applicant’s agent; (b) The owner and the occupier of any land that is the subject of the application or any other person in whose interest the land becomes vested; (c) Any Government Department that has made written submissions relating to planning considerations with respect to the application that the Department considers material, in this case Department of Infrastructure Highway Services and (e) The local authority in whose district the land the subject of the application is situated.
With effect from 1 June 2015, the Transfer of Planning & Building Control Functions Order 2015 amends the Town and Country Planning Act 1999 to give effect to the meaning of the word ‘Department’ to be the Department of Environment, Food and Agriculture unless otherwise directed by that Order.
