1.0 Credentials

1.1 My name is Andrew Robert Raymond and I am founder and director of Acoustic Design \& Control Ltd. I have been a full-time acoustic consultant for over 19 years, specialising in all aspects of environmental noise and architectural acoustics. I have worked for a broad range of clients including defendants/applicants and appellants of all sizes, local authorities and third party objectors on issues of housing, industrial, entertainment, transportation, etc. 1.2 I hold a degree in acoustics and an MBA. These qualifications, together with my work experience, have allowed me to obtain membership of the following organisations:-

• United Kingdom Environmental Law Association

1.3 ADC are corporate members of the Association of Noise Consultants and we are ANC approved testers under the Building Regulations Approved Document E

2.0 Up to date Summary

2.1 This supplementary summary follows our main report dated 30th une 2009, revised 8th September 2009 and should be interpreted alongside that. 2.2 All aspects have been discussed and agreed with Mr Simon Renton of the Environmental Protection Unit (EPU). 2.3 In terms of the existing external noise, the site is entirely suitable for residential accommodation of all types. 2.4 In terms of the impact the site will have on the existing residential accommodation and the residential accommodation of the new site, the most likely potential sources of noise are the function room, the bar lounge, the food retail extraction systems and the air conditioning. 2.5 The function room will require controls on music. Our main report advises that a condition specifying a sound system scheme to be submitted and approved, along with witnessed setting up of the limiter. Since then I have been advised that sound system and limiter has in fact been fitted. My updated recommendation is therefore that the system is properly set up and witnessed by the EPU. 2.6 In order to operate to music noise limits while still delivering suitable music levels within it for functions, windows and sky lights may need up grading. The developer could of course opt to operate at lower levels without the window and skylight upgrades and this is the purpose of the setting up of the limiter, ie. that it can be set to suit the circumstances at the time.

2.7 The bar is not intended for anything other than background music, probably just a piano, and so should not be a problem. 2.8 Simple noise control should be straight forward enough to control noise from the mechanical equipment associated with the food retail. If they are to run up 07:00 to 23:00 only, then further controls may be unnecessary but, either way, a scheme to be submitted and approved would be an appropriate way to condition this. We understand that the fans have been running for some time without problems. 2.9 The air conditioning units have been assessed and should not cause any problems.
