General Policy 2
General Policy 2 of the Isle of Man Strategic Plan 2007 permits development in accordance with land-use zoning and other policies provided it respects the site and surroundings in terms of siting, layout, scale, form, design and landscaping; does not adversely affect character, amenities, road safety, or habitats; and meets other criteria including access and services. The officer applied this to the site's 'Private Woodland' zoning under Douglas South Local Plan but noted history of residential development and use. The modest alterations were found to satisfy the policy tests, particularly respecting surroundings, no amenity harm, no road safety issues, and blending with existing character.
