The Site
The site represents the residential curtilage of an existing traditional Manx cottage situated on the western side of Crossag Road, to the north of the Bridge road roundabout and to the south of the road to Silverdale and Phildraw Road.
The property has its original sliding sash windows in the first floor front and side elevations and single lights in the two ground floor front elevations.
Planning Status
The site lies within an area designated on the 1982p as Residential. On the draft Southern Area Plan published on 23rd October, 2009 the site lies within an area of Residential use. The site also lies within the Silverdale Conservation Area.
Planning History
Planning permission has been recently sought for the replacement of the windows with plastic framed casements. This application was refused by the Senior Planning Officer and confirmed on appeal with an indication that sliding sashes would be appropriate. The applicant's agent was contacted prior to the refusal suggesting that sliding sashes would be appropriate but no response was received. the applicant indicated at the appeal that he intended the application to proposed sliding sashes but this was not what was actually shown in the drawings.
The Proposal
Now proposed is the replacement of the front and side elevation windows with sliding sashes framed in plastic. The single light window at the rear oft he side elevation is to be replaced like for like.
Representations
Malew Parish Commissioners indicate that they do not object to the application
Assessment
The proposal seeks to improve the appearance and character of the property through the replication of the original style of windows in those apertures which retain their original, albeit timber framed windows and in addition, seek to replace more modern single lights on the front elevation with sliding sashes which represents a significant improvement in the appearance of the property in accordance with Environment Policy 35 of the Strategic Plan.
As such the application is considered to be acceptable and should be supported.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the replacement of the existing windows in the front and side elevations with plastic framed sliding sashes and the installation of one single light in the side elevation, all as shown in drawings received on 30th September, 2009. All subsidiary glazing bars must appear on the external face of the windows to replicate the existing.
