Planning Status And Relevant Policies
Within the adopted Isle of Man Strategic Plan 2007, the following policies are considered to be relevant in the determination of this application: General Policy 2, Environment Policy 35.
Assessment
The application is proposing to create an extension between the main dwellinghouse and a two storey outbuilding. The proposal will not be readily visible from a pubic thoroughfare. The proposal will have a neutral affect on the character and appearance of the Conservation Area.
Furthermore, the proposal will slightly project above the boundary wall of No. 5 Obsborne Terrace where it projects beyond the rear elevation of the existing two storey outrigger. The impact on the neighbouring property is very minimal and therefore it is considered the proposal will not adversely affect the residential environment of the No. 5 Osborne Terrace.
I therefore recommend that planning permission be granted subject to conditions.
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
