The Site
The application site relates to the detached dwellings Crag Lea and Caladonia Bungalow, Belle View, Peel. The properties are accessed via a shared driveway which begins at Mourne View.
The Proposal
This application seeks approval for the erection of a boundary wall, the erection of gate posts and gates to the access point from Mourne View and the erection of vehicular and pedestrian gates and gate posts accessing the track which runs to the south east of the site.
The wall would range in height from 1.2 metres to 1.6 metres whilst the main gate posts at the Mourne View entrance would be 2 metres high and of Manx stone construction. The wall would be rendered and would have concrete copings.
Planning Status
The application site is located within an area identified as being predominantly residential use by the Peel Local Plan.
Planning History
The following previous planning applications are considered relevant in the assessment and determination of this application:
91/01100/B sought approval for the construction of a concrete drive, Crag Lea. This was permitted.
REPRESENTATIONS
The Department of Transport Highways Division does not oppose this application subject to a condition requiring the gates to open inwards (as proposed).
Peel Town Commissioners recommend that this application is approved.
ASSESSMENT
The proposed wall, gates and gate posts would represent an improvement over the current situation by clearly defining the boundary. The existing boundary hedge would be retained and the form and scale of the structure proposed is considered to be appropriate to the surrounding area. The use of Manx stone would enhance the area and the gates would open inwards as required by the Department of Transport. It is concluded that the proposed development is acceptable and it is recommended that the application be approved.
RECOMMENDATION
