Site The property Ye-Olde-Royal-Oak, Market Place, Ramsey, is a two storey, traditional styled, attached property, which is located on the eastern side of Market Place.
Land Use Zoning The site has been zoned under the Ramsey Local Plan Order 1998 as being within an area of predominately town centre use; the site is within Ramsey Conservation Area.
Planning History The following planning applications are considered relevant in the assessment and determination of this application:-

Provision of advertising sign - 95/01472/D - REFUSED Provision of advertising - 93/00532/D - APPROVED Provision of advertising sign - 93/00531/D - APPROVED Change of use from dress/shoe shop to insurance shop - 93/00337/C - APPROVED Proposal The application seeks approval for the conversion of existing retail outlet into tourist accommodation. Representations Ramsey Commissioners; No objection Highways Division:- No objection The Authority has received no private representations objecting to the application. Assessment / recommendation The site is within an area of mixed use; therefore residential/tourist use is generally acceptable. The site is located within the centre of Ramsey Town Centre, therefore has public transport links nearby (bus \& electric Tram), town centre facilities and within a minute walk of Ramsey Prom and beach. Overall, it is considered the proposed use is to be acceptable.
Whilst the proposal would result in a the loss of a retail unit, given the number within Parliament street which lie unoccupied it is not considered the proposal would have a detrimental impact upon the retail sector.
The application also proposals the removal of the ground floor bay windows (not traditional), and replaced with more traditional styled window to match the existing windows, which would be in keeping.
Recommendation For these reasons the proposals would be appropriate in these locations and therefore the application is recommended for an approval

The development hereby permitted shall commence before the expiration of four years from the date of this notice.
This approval relates to the conversion of existing retail outlet into tourist accommodation as proposed in the submitted documents and drawing 08 0478/2 all received on 13th May 2009.
The accommodation created by this approval must only be used as holiday accommodation for individual lets not exceeding four weeks in duration. For the avoidance of doubt, no approval should hereby be conferred by this approval for the use of the new accommodation as a separate dwelling.
I confirm that this decision accords with Government Circular No 09/09 Delegation of functions, 10/09 Delegation of Functions (Development Procedure), GC No 11/09 (Advertisements) and GC No 12/09 (Registered Buildings) all to the Senior Planning Officer
