The application site forms the residential curtilage of Balnahowe, The Lhen, Andreas, is a single storey detached property which is located on the southern side of the A10 at the Lhen.
The application site is within an area recognised as being an area of 'white land' not zoned for development, under the Isle of Man Development Plan Order 1982. The site is not within a Conservation Area, however is set within an Area of High Landscape or Coastal Value and Scenic Significance.
Due to the zoning of the site and the proposed development the following policies are relevant to be considered:-
"Development involving alternative sources of energy supply, including wind, water and tide power, and the use of solar panels, will be judged against the environmental objectives and policies set out in this Plan. Installations involving wind, water and tide power will require the submission of an EIA."
There are no previous planning applications which are considered relevant in the assessment and determination of this application.
The application seeks approval for the installation of two solar panels to the rear (southern elevation).
Andreas Parish Commissioners:- No objection The Authority has received no privately written representations objecting to the application.
The use of renewable energy sources should be generally supported provided that their impact does not outweigh their benefit. In this instance the proposal is relatively modest and does not cause undue harm to the public or private amenity.
It is considered that the proposal would comply with the relevant planning policies of The Isle of Man Strategic Plan (20th June 2007), for the reasons set out in this report, accordingly, it is recommended that the application be approved.
It is considered that the following meet the criteria of Government Circular 1/06 and should be afforded interested party status:

The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the installation of two solar panels as proposed in the submitted documents which are date-stamped 2nd April 2009.
I confirm that this decision accords with Government Circular No 10/09, Delegation of Functions (Development Procedure), GC No 11/09 (Advertisements) and GC No 12/09 (Registered Buildings) all to the Senior Planning Officer
