C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the demolition of all buildings excepting former ward block and Post Graduate Medical Centre as shown on drawing numbers 01, 02, 04 and 05 date stamped 8th April 2009 and D/07 date stamped 15th June 2009.
C 3. The Heras fencing must be removed by 30th September 2012 unless there is by that date planning approval for its retention for a further period.

Officer's Report
The application is proposing to demolish all the buildings except the former ward block and post graduate medical centre. There is currently an approval in principle to develop the site as a Primary School, outdoor football pitch, car parking. The reserved matter application for the re-development has yet to be submitted; however, speaking to the agent prior to the submission of this current application it has been indicated that applicants wish to start on the demolition works as soon as possible. The application is proposing to remove all waste arisings from the site and to grade the site to suit the surrounding levels. The applicant's are intending to leave the site in a tidy state following the demolition of the existing building. I consider the proposal to be acceptable and would not adversely affect the visual amenities of the locality. I therefore recommend that planning permission be granted subject to conditions.
