The application site represents part of Mill Road Fish Yard, Mill Road, Peel. The site is situated at the southern end of the industrial estate.
This application seeks approval for the erection of storage facilities with associated hard standings. There would be two rows of storage units providing 15 individual "lock-up" type units. Each unit would have a roller shutter door.
The application site is located within an area identified as being Industrial Use by the Peel Local Plan. Within the Isle of Man Strategic Plan Business Policy 5 is relevant. This states: "On land zoned for industrial use, permission will be given only for industrial development or for storage and distribution; retailing will not be permitted except where either:
and, in respect of (a) or (b), where it can be demonstrated that the sales would not detract from the vitality and viability of the appropriate town centre shopping area."
Whilst there have been previous planning applications relating to the wider site, none are considered specifically relevant in the assessment and determination of this application.
REPRESENTATIONS
The Department of Transport Highways Division does not oppose this application stating that there is sufficient parking space within the site to serve the development.
Peel Town Commissioners do not object to this application.
The Manx Electricity Authority has commented on the presence of electricity cables within the area.
ASSESSMENT
The proposed development is in accordance with the land designation of the site and would not adversely affect adjacent land uses or the surrounding area. It is judged that subject to a condition relating to the use of the buildings, the application as proposed is unobjectionable.
RECOMMENDATION
Permit.

This approval relates to the erection of storage facilities with associated hard standings and drainage, Fish Yard, Mill Road, Peel as shown by NDC/2613 PA001, NDC/2613 PA002, NDC/2613 PA003, NDC/2613 PA004, NDC/2613 PA005, NDC/2613 PA006, NDC/2613SD01, NDC/2613SD02, NDC/2613 SD 03, NDC/2613 04, NDC/2613 05, NDC/2613 06 and NDC/2613 07 all received 9th April 2009.
C 3. The buildings hereby approved may be used for storage and distribution. Approval does not extend to the use of the site for retail purposes or as a skip transfer station or for the storage or distribution of dangerous goods (as defined in the Road Traffic Act: Road Vehicles carrying Dangerous Goods (Maintenance and Use) Regulations 2000) or coal or items which could give rise to nuisance to adjacent land users by virtue of dust, noise or smell
