The site represents the residential curtilage of a terraced property situated towards the northern side of Droghadfayle Road. The property has sliding sash windows throughout the property other than in the front ground floor bay which has four sets of two top quarter opening casements within four larger lights. The other properties in the terrace are very similar in form, with more modern windows having been installed - the two properties on each side of the application premises have lower two thirds opening (one bottom hung inward opening, the other top hung outward opening) lights in the upper floor and bottom opening half and half casements in the rear.
The site lies within an area designated as Residential on the Port Erin Local Plan 1990.
No planning applications have been submitted in respect of this site.
Proposed now is the replacement of the existing sliding sash windows in the front and rear elevation and the rear door and the replacement of the front bay. The new windows will be plastic-framed half and half top hung casements in the front and rear other than the rear bedroom window which will be bottom opening tilt and turn. The front bay will be similar to the existing but with a single light in the top of each section, to match those on each side of the property. The rear door will be a simple
plastic frame with lower and upper lights. The glazing in the attic dormer is also to be replaced in a similar fashion to the existing glazing pattern.
REPRESENTATIONS
Port Erin Commissioners indicate that they approve of the application.
ASSESSMENT
The property is unexceptional in appearance or character and the properties alongside and around have already been the subject of alterations where their original windows and doors have been replaced with more modern features. Whilst Planning Circular 1/98 encourages the installation of windows of the same opening style as the originals, in this case the prevailing style of the buildings in the vicinity are such as not to warrant a requirement for the installation of windows identical to the existing/originals.
As such the proposal is considered to be acceptable.
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.
This permission relates to the replacement of windows and door as shown and described in the submitted illustrations all received on 20th April, 2009.
