The site is incorrectly defined and represents the footprint of the proposed manege. The area edged blue represents the land owned by the applicant which includes built structures - Robinhill Farmhouse, stables, a chicken shed and stone outbuildings on the eastern side of the lane which is also a public footpath and to the west of the house. There is also a large sheet-clad agricultural building to the north west of the house which is also owned by the applicant. The area owned extends to 8.2 ha ( 20 acres) and stretches to the Colby River to the east.
The applicant has now submitted an amended plan showing the entire site defined in red and to propose the use of the land for equestrian as well as agricultural purposes which is implicit in the application as originally submitted.
The site lies within an area designated on the Arbory and East Rushen Local Plan as an Area of High Landscape or Coastal Value and Scenic Significance.

A current application which has been submitted by the present owner is: PA 09/00399/B - Alterations and erection of a two storey extension Status : Pending Consideration
Proposed now is the creation of an outdoor manege. This takes the form of a levelled area which is 20 m by 40 m , the erection of two new lengths of post and rail fence around the east and south of the manege with gates. The levelled area will be formed through cutting approximately 600 mm north south and 300 mm west - east and the surface of the manege will be finished in sand and rubber chippings above a membrane which will sit upon drainage formed in stone with pipework. The manege will be alongside the tables and some 30 m from the dwelling, accessed via an existing track leading to the stables and chicken shed.
Department of Transport Highways and Traffic Division and Rushen Parish Commissioners indicate that they have no objection to the application
The proposed works will create an artificially levelled area in close proximity to existing buildings (the chicken shed, stables and house) in conjunction with a sizeable open area which could be used for the keeping of horses. The area is relatively small and whilst the site may be seen from the Colby Glen Road, coming south west from the Ballagawne Reservoir, what will be seen of the proposed manege will not adversely affect the appearance or character of the area. Access to the site is not ideal, particularly in view of the limited visibility at the junction of the lane with the Ballakilpheric Road, and as such, a condition limiting the use of the manege to those horses kept on the land associated with Robinhill Farm as shown on the submitted location plan, to avoid additional traffic coming to and going from the site.
Department of Agriculture, Fisheries and Forestry have been consulted and indicate that despite the annotation in the local plan there is nothing of ecological interest to take into account in the consideration of this application.
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
Recommended Decision: Permitted

The development hereby permitted shall commence before the expiration of four years from the date of this notice.
This permission relates to the creation of a manège and the use of the land shown in the submitted plans for the keeping of horses in addition to agricultural use of this land, as shown in drawings 09-J022-01 O and 09-J022-02 O both received on 23th March, 2009 and the location plan received on 12th May, 2009.
The manège may be used only by those horses kept on the land associated with Robinhill Farm as shown on the submitted location plan.
