"erection of 81 dwellings comprising (i) 20 affordable units 14 houses for first-time buyers and 6 public sector rental bungalows suitable for occupation by elderly persons (ii) 48 sheltered apartments with related nursing station and care facilities and (iii) 13 houses, with associated garaging and car parking spaces, road connection to Cronk Cullyn, emergency access to Ballacriy Park, estate roads (including provision of rear access to Seaview Cottage), footpaths (including provision of routes to local shop, Colby Glen Hotel and bus stops), public open space, foul and surface water drainage, landscaping and boundary treatment" on land at Phase 2, Cronk Cullyn, Colby submitted by
1.1 This Statement relates to the proposal for 81 dwellings, car parking, associated roads and service infrastructure and public open space on land to the west of Cronk Cullyn in Colby. There is an existing dwelling located in the north west corner of the site which will be demolished and replaced. 1.2 The site is in agricultural use. 1.3 This Statement concentrates on three matters (i) the need to minimise the import and export of soil and other materials to and from the site (ii) the measures that will be taken during the construction to minimise waste and (iii) the potential use of off-site pre-fabrication. 1.4 The applicant's Waste Disposal Strategy is attached as Appendix 1 for information.
(i) the need to minimise the import and export of soil and other materials 2.1 No detailed work has been undertaken at this stage to determine the amount of arisings that will be created by the formation of foundations, roads and drainage etc. It is considered that a reduced number of lorry movements will be generated to transport arisings off-site because of the proposal to create a large amount of public open space ( 0.529 ha. or about $20.6 \%$ of the total site area) onto which the arisings can be spread. Furthermore, given the agricultural use of the site, it is not anticipated that any topsoil will be imported as there will be surplus material available from the various site works. Provision will be made for some localised areas of storage of topsoil in temporary heaps. 2.2 Appropriate measures will be taken to deal with the small amount of material resulting from the demolition of one of the existing dwellings. Where possible, material will be re-used on-site. Any asbestos found will be removed in accordance with the regulations. (ii) the measures that will be taken during the construction to minimise waste 2.3 The developer will consider the following measures: -
(iii) use of off-site pre-fabrication 2.4 Off-site pre-fabricated construction methods will be employed. This will offer the potential to reduce waste and the nuisance to neighbours from large numbers of delivery vehicles.
3.1 It is not possible to give a comprehensive account of waste minimisation proposals at this stage. The nature of the development is such that there will be only a small amount of spoil to be removed from the site. As indicated above, all practical measures to reduce waste in construction will be adopted. The applicant's Waste Disposal Strategy complements the steps to be taken and demonstrates a commitment to act responsibly in the disposal of any excess materials.
During the execution of these works various wastes will arise and be dealt with in the most appropriate manner consistent with Hartford Homes Environmental Strategy.
Wherever possible the generation of waste shall be minimized and re-cycling shall be considered as a first option prior to disposal. Where waste material is stored it will be done so as not to cause cross contamination between individual types of materials stored on site.
Concrete waste will be produced as a result of removal of the existing building and from waste/wash down from the new build programme. Concrete will be stockpiled in a designated area until a sufficient amount to warrant local reuse/crushing or haulage off site. Disposal of this material will be firstly to reuse if possible then to crush for reuse, use as backfill and finally remove from site.
Re-useable brick/blocks will be salvaged for reuse, scrap brick/block will be stockpiled for use as fill or to be crushed where possible.
Suppliers will where possible be asked to reduce the amount of packaging at source, any packaging that can be recycled will be, otherwise packaging that cannot be reused or recycled will be burnt in a controlled manner. Materials that are not suitable to be burnt will be recycled if possible or disposed of to normal waste streams.
Timber off cuts will be stored if considered suitable for reuse, scrap timber will be sent for re-cycling/disposal or burnt under controlled conditions as a last resort if no other reuse is found.
All ferrous and non ferrous metals will be disposed of.
Food and other "domestic" waste will be disposed of into covered skip that will then be sent to the Governments Energy from Waste incinerator.
Scrap Paper and newspapers will be collected and disposed of in the re-cycling bins at the local civic amenity site.
Printer cartridges will be sent for re-cycling.
Spent batteries will be sent for re-cycling. It is the policy of Hartford Homes to encourage the use of rechargeable batteries where practical.
All Waste disposal areas/containers will be identified at the early stage of construction; suitable areas will be sized and signed appropriately for the type of waste to be stored.
Whenever waste is to be removed from site consideration will be given to minimizing haulage miles and possible use of wagons bringing materials to site that would otherwise leave empty.
