The application site comprises the residential curtilage of a detached dwelling that is located in The Dhoor area of Lezayre.
The proposed development comprises the erection of a first floor extension onto the dwelling.
Whilst the application site has been the subject of a number of previous planning applications it is considered that none of these are specifically material to the assessment of this current planning application.
Lezayre Parish Commissioners recommend that the planning application be approved.
The Department of Transport have deferred their comment on the basis that the drawings do not show current or proposed parking provision.
The owner and/or occupant of Glebe Cottage, which is located in Maughold, express an interest in the planning application. They make no specific comment but ask whether this is the same property that was subject of refused planning application 05/01721/B.
In terms of land use designation the application site is not designated for any site specific purpose under the Isle of Man Planning Scheme (Development Plan) Provisional Order 1982.
In terms of strategic plan policy, the Isle of Man Strategic Plan 2007 contains one policy that is considered specifically material to the assessment of this current planning application. Housing Policy 15 state:
"The extension or alteration of existing traditionally styled properties in the countryside will normally only be approved where these respect the proportion, form and appearance of the existing property. Only exceptionally will
permission be granted for extensions which measure more than 50% of the existing building in terms of floor space (measured externally)."
The planning application seeks approval for the erection of a first floor extension onto the dwelling. Given the size of the application site, the distance of the neighbouring properties and existing planting the impact on visual and general amenity is suitably limited. As identified earlier the relevant planning policy consideration is Housing Policy 15 of the Isle of Man Strategic Plan 2007. In terms of that policy the proposed extension is considered to respect the proportion, form and appearance of the existing property and proposes significantly less than the 50% floorspace referred to within the policy.
In terms of representations the Department of Transport Highways Division's deferral is considered largely irrelevant as the application site has suitable levels of on site car parking and the proposed development would not be expected to generate significant additional traffic. As regards the owner and/or occupant of Glebe Cottage previously refused planning application 05/01721/B was for the neighbouring property and not Bolivia Beg.
It is recommended that the planning application be approved.
It is considered that the following parties that made representations to the planning application meet the criteria of Government Circular 1/06 and should be afforded interested party status:
Lezayre Parish Commissioners; and The Department of Transport.
It is considered that the following parties that made representations to the planning application do not meet the criteria of Government Circular 1/06 and should not be afforded interested party status:
The owner and/or occupant of Glebe Cottage.
