1.0 APPLICATION SITE - 1.1 The application site is the residential curtilage of a two storey semi-detached dwelling located at 12 Meadowbrook Gardens which is part of the Farm Hill residential estate in Douglas. In the rear garden is the conservatory measuring 4mx5m and is visible from the adjacent Manor Road.
2.0 THE PROPOSAL - 2.1 Proposed is the replacement of existing polycarbonate conservatory roof with 'Metrolite Grey Pole', lightweight roof ties to match the existing main house. The existing conservatory has a footprint of 4m x 2.8m and a height of 2.8m.
3.0 PLANNING HISTORY - 3.1 The following planning application that is considered relevant in the assessment and determination of this application: PA 00/00431/B - erection of conservatory, APPROVED.
4.0 PLANNING POLICY - 4.1 The application site lies within an area zoned as Predominantly Residential under the Douglas Local Plan 1998. Given the nature of the application it is appropriate to consider General Policy 2 and Paragraph 8.12.1 of the Isle of Man Strategic Plan (20th June 2007). - 4.2 Paragraph 8.12.1. As a general policy, in built up areas not controlled by Conservation Area or Registered Building policies, there will be a general presumption in favour of extensions to existing property where such extensions would not have an adverse impact on either adjacent property or the surrounding area in general. - 4.3 "General Policy 2: Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:

5.0 REPRESENTATIONS - 5.1 There were none recieved at the time of writing.
6.0 ASSESSMENT - 6.1 The application seeks approval for the installation of a replacement conservatory roof. The main issue to consider is the impact upon the character and appearance of the property and surrounding area. - 6.2 As the proposed conservatory roof tiles would match the existing roof tiles of the main dwelling it is considered that the development would be an enhancement to the existing property by providing a uniform appearance throughout.
6.2 It is considered that the replacement roof would be a relatively modest alteration to the property which would not adversely affect public or private amenity and is therefore accords with Douglas Local Plan and General Policy 2 parts (b), (c) and (g) of the Isle of Man Strategic Plan 2007. - 7.0 RECOMMENDATION
7.1 It is recommended that the planning application be approved. - 8.0 PARTY STATUS
8.1 In line with Article 6(4) of the Town and Country Planning (Development Procedure)(No2) Order 2013, the following Persons are considered to have sufficient interest in the subject matter of the application to take part in any subsequent proceedings relating to the application: the applicant or, if there is one, the applicant's agent; the owner and occupier of the land the subject of the application; Highway Services, and the Local Authority in whose district the land the subject of the application sits.

C 1. The development hereby approved shall be begun before the expiration of four years from the date of this decision notice.
Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
This approval relates to drawings no JTM-53-P-01 date stamped as received on 16th June 2015.
