Officer’s Report
1.0 Description 1.1 The proposed application 21/01567/B for Replacement of existing dwelling with the erection of 7 detached dwellings with integral garages and associated access, drainage and landscaping was approved after appeal on 01.03.2023 subject to 18 conditions, some of which required submission of additional information prior to the commencement of works.
1.2 This report is specific to Condition (9) which the applicants are seeking to satisfy.
The specific wording of the condition is as follows:
No development shall take place above ground level until details and/or samples of all external facing materials have been submitted to and approved in writing by the Department. The relevant works shall be carried out in accordance with the approved details/samples.
REASON: In order to safeguard the character and appearance of the area.

2.0 Proposal 2.1 The applicant's agent has submitted details in relation to the external finishes along with a duly completed AIRC form on the 19.09.2025.
2.2 The materials proposed are: 1. Walls: A mix of Tier Irish Blend stonework (or similar), sand cement render finished in white masonry paint with contrasting colour to plinths, cills, and raised bands, and Cape Cod Siberian Larch cladding (or similar) stained black. 2. Windows and Doors: Rehau (or similar) PVC units in black-brown woodgrain finish, with leaded features to front windows. 3. Garage Door: Black powder-coated galvanised sectional doors. 4. Fascia / Bargeboard / Soffit: Black-brown woodgrain finish on PVC boards. 5. Rainwater Goods: Black PVC square line system. 6. Roofing: Northstone Donard Matt Black flat interlocking concrete tiles with matching angular ridge/hip tiles; dark grey GRP roofing to flat roofs, with dormers finished in a standing seam effect.
2.3 Supporting Information Images of the proposed finishes have been provided, illustrating the intended appearance of the cladding, render, windows, fascia, rainwater goods, roofing, stonework, and garage doors.
3.0 Consultation 3.1 No consultation was required for this application. As the case officer for the original application, I have reviewed the submitted materials in relation to the condition. I am satisfied that the information provided is sufficient to meet the requirements of the relevant clauses, and that the condition can therefore be considered discharged.
4.0 Recommendation 4.1 In this instance, the submitted Schedule of Finishes provides sufficient detail to assess the proposed external materials. While manufacturer specifications or physical samples have not been submitted, the level of detail and accompanying visual references are considered sufficient to satisfy the requirements of Condition C9. The submission is therefore deemed acceptable, and the condition can be considered discharged on the understanding that the development shall not be carried out unless in accordance with the approved details. __
I can confirm that this decision has been made by a Principal Planner in accordance with the authority afforded to that Officer by the appropriate DEFA Delegation and that in making this decision the Officer has agreed the recommendation in relation to who should be afforded Interested Person Status.
