The officer identified three main issues: visual impacts in the Conservation Area and on the property, amenities for future occupants, and impact on on-street parking.
General Policy 2
Requires development in residential zoning to respect site/surroundings in scale/form/design, not adversely affect townscape, amenities, parking, or road safety. Officer assessed extension's scale, design, amenities (pleasant outlook), and parking (relaxation acceptable in central location), finding full compliance across relevant criteria.
Environment Policy 35
Permits only development preserving or enhancing Conservation Area character, protecting special features. Amended scheme improved proportions/windows over initial design flaws, enhancing the property and area versus existing flat-roofed extension, despite added bulk on prominent gable.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.

REV A and 1304.4 REV A are to be completed as shown and retained thereafter prior to the occupation of the new dwelling approved under this application. Prior to the commencement of any works a full detailed scale plan is required to be submitted and approved by the Planning and Building Control Directorate which shows the new front door of the hereby approved dwelling. This approved plan and scheme is required to be implemented prior to the occupation of the dwelling. Reason: In the interests of visual amenities to the existing property and the Conservation Area.
