PLANNINGSTATEMENT
Introduction
Thisapplication
on behalf of Seven Kingdom Ltd is for full approval involving building works and a change of use of
the existing motor vehicle workshop building to a distillery with alterations to the internal layout and front (north)
elevation and side (east) elevation of the building.
The development will create a boutique distillery with a Still Room and associated storage: and a Tasting Room with
a servery and associated toilets_ The Applicant envisages the development
as a distilling operation to produce a
Manx gin. vodka. whisky and rum. In addition to the production
of Spilit the distillery will provide a range of tours
and memberships to adults and an educational program focusing on the science of distilling and the impact of
alcohol to students in fuu.time education. Up to four 'full-time equivalent' persons may be employed.
Spirits produced will be offered for sale on both a wholesale and retail basis in the Isle of Man and export
worldwide. The associated Tasting Room will facilitate the tasting of the final product combined with tours of the
Still Room and the distilling process.
The operating hours of the distillelY function will be 0800 to 1800 Monday to Friday. Subject to an application
being submitted to the Licensing Court the opening hours for the Tasting Room are intended to be 0800 to 2300
Monday to Thursday. 0800 to 0100 Friday and Saturday and seasonal opening between 1000 and 1800 on a
Sunday.
Planning Division's Mr C Balmer advised the Applicant in a pre-application
consultation to seek advice from DOl
Highways Division and Manx Utilities Land Drainage. Both were consulted in the design of the proposals and this
statement addresses issuesraised by them.
General Design
The building is located on Banks Circus. in Douglas. It has been until recently a motor vehicle workshop. The
building In plan is a long narrow rhombus. adjoining the public house The Railway to the east, and a privately-
owned car park to the west. The rear southern gable adjoins Align 4 Life building located on the rear lane: and the
front northern gable forms the front entrance is directly onto Banks Circus footpath
and road. The building has no
external private space anywhere around its perimeter. It is an island-building surrounded by public and private land.
The existing simple duo-pitched roof is a single sheet metal panel roof. on timber purlins on steel trusses: the
western external wallis of painted solid brick\vork with rendered panels. the east external walt is of render and
traditional manx stone and the northern gable wall is of rendered brick\vork. with a metal roller shutter industrial
door.
The design proposals leave the overall form and shape of the building as existing: leaving the roof and western
external wall untouched. The works to the eastern external wall is simply the repairs to the render, stonework and
pointing to the lane elevation and the replacement of the existing rotted timber doors with new steel reinforced
timber faced security doors_

The materials for the front elevation gable on Banks Circus have been carefully selected as materials that are
associated with other existing buildings in the locality. Stone cladding can be seen on many other buildings on
North Quay and timber vertical cladding can be seen on the nearby West Quay apartments development.
The
timber and stonework cladding will also be sympathetic to the tradition of distilling.
flood Risk:
The flood risk of the building has been checked with Manx Utilities Drainage. A datum was established by the Dol
surveyor for the floor level. This was checked by Mr M Cowin. flood RiskManagement Engineer at Manx Utilities and
he has confirmed the floor level is approximately 200mm to 440mm
above the highest estimated flood level
datum of 5.47 for adjacent areas, for a 1 in 200 year plus climate change tidal event.
Drainage:
foul drainage will be taken into the existing foul drain from the building which is discharged to the main drain in
the rear eastern access lane. Surface water will be collected from the roof as existing and discharged to the two
existing downpipes to the front gable and by the doors on the rear eastern elevation.
Neighbour Issues:
The Still Room will include an extract system and the design results in no external noise being generated by the
system. The distillation
process occurs in sealed vesselsand pipework. The extract system is designed to remove
odour from the distilling process. With regards to odours the Applicant is confident the development
will be an
improvement
on the previous motor vehicle workshop with its engine exhausts particulates and odours.
The distilling process is very quiet. The previous use of a motor vehicle workshop would have been much noisier
with vehicles' engines running and mechanical tools operating from 8.30am to 7.00pm. TherefOle the Applicant is
confident the distillery will result in a much Quieter environment for neighbours.
Transport Issues:
It is the opinion of the Applicant that the new use as a Distillery with Tasting Room function. will see a reduction in
the associated traffic flow to and from the premises. The previous business was a tyre and exhaust fitters, and their
operating hours were 0830 to 1900 Monday to Friday. Therefore there must have been as steady flow of vehicles
in and out of the premises. driving across the footpath with associated maneuverings on the Banks Circus
carriageway. during their working hours. The only anticipated vehicles to the distillery will be vehicles making
deliveries and collections. Deliveries and collections by vehicle to the distillery will be made using the existing layby
loading Bay to the front of the building. The quantities of goods exchanged during deliveries and collections are
expected to be limited. with most deliveries and collections being made by a long wheelbase transit van. This type
of vehicle will be able to turn around on the 16m diameter roundabout outside the Douglas Railway Station vehicle
entrance. The frequency of deliveries and collections is expected to be limited to two to three vehicles one to two
days per week.
There is no external space associated with the building, and should any staff require parking, there is sufficient
parking available at nearby privately owned: or public car parks such as Shaw's Brow Car Parkwhich is only 5
minutes' walk to Athol Street. The Applicant is currently in discussions with a nearby private car park operator to
provide two parking spaces for staff. There is a bus stop nearby on the Banks Circus roundabout
next to the bus
station entrance: and other bus stops are also available on the nearby lord Street and Peel Road. for buses serving
Douglas and other towns on the island. Customers will be encouraged not to drive: however. if driving. they will be
advised their parking options include street parking for limited periods on nearby streets in the North Quay. Hope
Street and Athol Street areas: and public car parks such as Shaw's Brow Car Park.
