THE SITE 1.1 The site is the residential curtilage of an existing modern bungalow which is situated on the northern side of the roadway leading from Glen Maye beach through the glen to the village. The property has an attached conservatory at the rear which is finished in a polycarbonate material.
THE PROPOSAL 2.1 Proposed is the replacement of the polycarbonate roof with grey tiles to match the finish on the main roof.
PLANNING POLICY AND STATUS 3.1 The site lies within an area designated on The Isle of Man Planning Scheme (Development Plan) Order 1982 as not for any particular purpose and within a wider area of High Landscape Value and Scenic Significance. As such, there is a presumption against development in order to protect the character of the countryside. Advice is set out in Housing Policy 16 for the alteration and extensions of non-traditional properties in rural areas with the effect that alterations and extensions which render the property more visible or increase its impact will not be approved.
PLANNING HISTORY 4.1 The property was approved as an agricultural dwelling under PA 88/01017/B with an agricultural occupancy condition which was the subject of an unsuccessful application, PA 06/01343/C for the removal of the condition.
REPRESENTATIONS 5.1 Patrick Parish Commissioners indicate that they have no comment (10.06.15).
ASSESSMENT 6.1 The conservatory is at the rear of the property and not generally visible by the passing public using the Glen. In any case, the proposed change to the building does not increase its impact in any way and would not appear out of keeping with the property. AS such, the proposal is considered to be in line with Housing Policy 16 and is recommended for approval.

7.1 By virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013, the following persons are automatically interested persons: (a) The applicant, or if there is one, the applicant’s agent; (b) The owner and the occupier of any land that is the subject of the application or any other person in whose interest the land becomes vested; (c) Any Government Department that has made written submissions relating to planning considerations with respect to the application that the Department considers material and (e) The local authority in whose district the land the subject of the application is situated.
With effect from 1 June 2015, the Transfer of Planning & Building Control Functions Order 2015 amends the Town and Country Planning Act 1999 to give effect to the meaning of the word ‘Department’ to be the Department of Environment, Food and Agriculture unless otherwise directed by that Order.
