THE SITE 1.1 The site is the curtilage of the Centenary Centre which fronts onto Atholl Street in the heart of Peel and backs onto the grounds of St. German's Cathedral. The building has a sandstone rear elevation with attractive curved headed triptych style windows in an ecclesiastical style. The rear elevation backs straight onto the grassed area surrounding the Cathedral.
THE PROPOSAL 2.1 Proposed is the erection of a satellite dish. This is intended to facilitate live screened events at the centre. The dish will be set back from the Cathedral boundary by 3m and its base will be level with the top of the boundary wall. The dish is 1.2m in diameter.
PLANNING STATUS AND POLICY 3.1 The site lies within Peel's Conservation Area and within an area designated as Mixed Use on the Local Plan of 1989. As such, there is a requirement for development to preserve or enhance the character and appearance of such areas as set out in Environment Policy 35 of the Strategic Plan and Planning Policy Statement 1/01 - Conservation of the Historic Environment of the Isle of Man.
PLANNING HISTORY 4.1 Whilst both the Centenary Centre and the Cathedral have been the subject of applications for alteration and new build, none of these is considered relevant to the consideration of the current application.
REPRESENTATIONS 5.1 Peel Town Commissioners indicate that they do not oppose the application (18.06.15).
ASSESSMENT 6.1 The issue in this case is whether the visual impact of the proposed installation is acceptable, taking into account from where it will be seen, by whom and how frequently.
6.2 The dish will only be seen from the grounds of the Cathedral, Registered Building number 204. However, the grounds are used as a through route from Derby Road to Atholl Street so views from the grounds are not limited to solely events held at the Cathedral site. Whilst the

Cathedral is Registered, what can be seen from the Registered Building is not subject to the same level of control although it should be remembered that the site is still within Peel's Conservation Area.
6.3 The desire to broaden the facilities and attractions available at the Centenary Centre is admirable but this needs to be balanced against the visual impact of a modern feature within an historic setting.
6.4 When within the Cathedral grounds, the eye is not drawn to the back of the centenary centre, but more the Cathedral itself and the grounds. In any case, there is an existing mature broadleafed tree which stands between the path and the proposed siting for the dish where there is already a down pipe which is not particularly attractive.
6.5 As such, it is considered that the proposal is acceptable and will not detract from either the Conservation Area or the Registered Building or its setting.
PARTY STATUS 7.1 By virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013, the following persons are automatically interested persons: (a) The applicant, or if there is one, the applicant's agent; (b) The owner and the occupier of any land that is the subject of the application or any other person in whose interest the land becomes vested; (c) Any Government Department that has made written submissions relating to planning considerations with respect to the application that the Department considers material (e) The local authority in whose district the land the subject of the application is situated.
With effect from 1 June 2015, the Transfer of Planning & Building Control Functions Order 2015 amends the Town and Country Planning Act 1999 to give effect to the meaning of the word 'Department' to be the Department of Environment, Food and Agriculture unless otherwise directed by that Order.

Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
