General Policy 2
GP2 permits development in accordance with land-use zoning and other policies if it respects site and surroundings in siting, layout, scale, form, design; does not adversely affect landscape/townscape character, public sea views, or amenity of residents/locality. The officer tested the proposal's modest scale, matching form to existing building, and containment within site boundaries against these criteria, concluding it accords fully due to no adverse impacts outside the site.
