1.0 THE APPLICATION SITE - 1.1 The application site is the curtilage of Corkhills filling station, along with its associated retail element, which is located north of Main Road, Onchan at the mini roundabout connecting Main Road with Governor's Road (to the west) and Summerhill Road (to the southwest).
2.0 THE PROPOSAL - 2.1 Full planning approval is sought for the installation of an ATM within a glazing panel of a vacant shop unit within the site; the unit is behind the main retail frontage and sits and the southwestern side of the building. - 2.2 The applicant, Isle of Man Bank, has recently closed its branch in the area and wish to retain an ATM service in the area for their customers. - 2.3 The proposal has been subject to an additional 21-day period of consultation as the site notice was initially not displayed. When a further site visit was conducted, the site notices were observed as being in a prominent position.
3.0 PLANNING HISTORY - 3.1 The site has been the subject of perhaps a surprisingly few number of applications, with the most recent being the provision of a higher forecourt canopy (PA 00/02115/B) and the installation of a roller shutter door in place of a window (PA 01/01214/B). Both applications were approved.
4.0 THE DEVELOPMENT PLAN - 4.1 The site falls within an area of Mixed Use (Residential / Office / Retail) as zoned on the Onchan Local Plan; as such, and reflecting on the type of development proposed, the provisions of General Policy 2 of the Strategic Plan are most relevant. The proposal does not constitute new retail development per se and therefore the Business Policies applying to such a form of development are not considered to directly apply in this instance.
5.0 REPRESENTATIONS - 5.1 The Department of Infrastructure's Highway Services team offered no objection to the proposal on 04.06.2015. - 5.2 Onchan Commissioners recommended the application be approved on 17.06.2015.
6.0 ASSESSMENT - 6.1 The only real concerns that the proposal might raise are in terms of its visual impact and how customers queueing might affect traffic flow in the area. - 6.2 In terms of visual alteration, the ATM would be fairly limited and would not sit uncomfortably against the surrounding retail or slightly industrial impression of the area. The design of the ATM is very much 'of its type' and is not considered to be out of place or inappropriate for this location. - 6.3 The site has, at this point, a wide forecourt such that any people waiting to use the machine would not affect, or be affected by, traffic movements in the area to any great degree. The access to the rear of the site is 9.2m wide at this point and would therefore be sufficient for one person to be queueing behind another person using the machine and still enable two cars to pass one another without there being any serious safety issues raised. - 6.4 It is also noted and welcomed that the ATM would sit 607mm above the ground, thereby making it wheelchair-accessible.
7.0 CONCLUSION AND RECOMMENDATION - 7.1 In view of the above, it is concluded that the proposed ATM machine would harm neither the visual amenity nor highway or pedestrian safety of the area to a degree sufficient enough to consider it being in conflict with General Policy 2. The applications therefore carries a recommendation to approve.

C 1. The development hereby approved shall be begun before the expiration of four years from the date of this decision notice.
Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
The development hereby approved relates to the Location Plan, Site Plan, Design and Access Statement, and the two plans carrying the references GW429M/ONCHD01 and GW429M/ONCHD02, all date-stamped as having been received 20th May 2015.
I confirm that this decision accords with the appropriate Government Circular delegating functions to Director of Planning and Building Control /Head of Development Management/ Senior Planning Officer.
