THE SITE 1.1 The site is the curtilage of an existing dwelling, Ivy Dene which lies at the centre of Laureston Grove between St. Ninian's Road and Duke's Road. The property is a linear building which has permission for an extension to provide a library and en-suite bathroom (PA 14/00157/B). The dwelling is a very attractive stone building with rhythmical fenestration and a small single storey glazed porch. The gable facing Laureston Grove is rendered.
THE PROPOSAL 2.1 Proposed is the change from an existing door to a window. The door in question is that within the small glazed porch which is to be removed as part of the extension scheme. The window will be larger than those alongside with the existing concrete lintel retained above.
PLANNING STATUS AND POLICY 3.1 The site lies within a larger area which is designated on the Douglas local Plan of 1998 as Proposed Offices in Parkland. The dwelling is not consistent with that designation but exists, as is the existing use of Laureston Manor as a dwelling. The designation reflects an acceptable potential for future use although the grounds have been approved for both office and residential development.
3.2 Whilst the designation is not consistent with the use, it is considered that the relevant policies to be applied, particularly as the site has been the subject of a recent application for alteration and extension which was approved, are those contained in General Policy 2 as follows:
"Development which is in accordance with the land use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:
b) respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the space around them; c) does not affect adversely the character of the surrounding landscape or townscape; g) does not affect adversely the amenity of local residents or the character of the locality."

4.1 The property has been the subject of previous applications for alterations and extensions, none of which is considered relevant to the consideration of the current application.
REPRESENTATIONS 5.1 Douglas Borough Council indicate that they do not object to the application (26.05.15)
ASSESSMENT 6.1 The proposed alteration has minimal impact on the character and appearance of the property, particularly considering the approved extension and is not easily visible from the public highway due to the angle of the building in relation to this. Laureston Grove is not a heavily trafficked route and is not a through route due to a small pedestrian access in the centre where the carriageway narrows and vehicular traffic is not accommodated.
6.2 The proposed works are considered to be acceptable and are recommended for approval.
PARTY STATUS 7.1 7.1 By virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013, the following persons are automatically interested persons: (a) The applicant, or if there is one, the applicant’s agent; (b) The owner and the occupier of any land that is the subject of the application or any other person in whose interest the land becomes vested; (e) The local authority in whose district the land the subject of the application is situated.
With effect from 1 June 2015, the Transfer of Planning & Building Control Functions Order 2015 amends the Town and Country Planning Act 1999 to give effect to the meaning of the word ‘Department’ to be the Department of Environment, Food and Agriculture unless otherwise directed by that Order.
