Proposal: Extension to existing car park and creation of picnic area

Further to Application Number 15/00462/B being sent through to you I write on behalf of the Department to address some of the comments made in the two objections raised.
The area has a long standing recreational use and regularly suffers from congestion in the car park, particularly at peak times such as when there are events within the forest. The extension to the car park is aimed to allow a wider range of users to enjoy the area and particularly those who may otherwise not access the area, for example due to mobility issues or uses which require increased parking areas such as horse riders.
There are no intentions to illuminate the car park and the existing litter bins will be replaced once the works are complete.
In the future it is intended that the Department will move towards increased educational signage rather than restrictive signage so that visitors understand the need to stay on certain routes or control dogs, for example, rather than it being an instruction. This, combined with an increased number of visitors for different reasons is likely to change the demographic and behaviour of other users with an increased element of "self-policing." Whilst education/signage may not always be totally effective it is hoped that by creating "honey-pot" sites in plantations or forests pressures on foot-paths which run directly across farm-land will be reduced and thus hopefully reduce the overall impact on livestock generally rather than worsening it.
In the past the Department has also specifically cleared (and/or left un-cleared) certain areas so as to steer dog owners away from boundary areas so that less controlled dogs are less likely to stray onto adjacent land.
The intention of increased access across the Departments estate is to develop the use of the countryside for health and economic benefit to the Isle of Man as a whole. Focussing on this site, because the adjacent road is often busy, it is important to ensure that vehicles associated with such activity do not cause danger or nuisance to other road users by parking off the site and on the road.
Finally, whilst the landscape is still stark and the boundary between one of the objectors and the proposed extension is not currently screened following the disease management harvesting the land in between has been planted with broadleaved trees, in part by volunteers, which will create a long term screen to noise and disturbance.
